Drink and drive is not allowed in India. Talking on mobile while driving is a ban too. But look at this policeman from Tamil Nadu India, who should be on the side of law is breaking the law by himself.
There is no doubt that he is talking on mobile while driving though not so sure if he is not drunk too 
…. which is not uncommon
